This is new, and it applies to every adoption. Law 19.25 on stray animals, published in Official Bulletin no. 7533, now requires every owner to declare their animal through the national electronic service, to have it permanently carry its identification number, and to keep an up-to-date health record. A change of owner must be declared within 24 hours.
